S12518900 # Client - Incoming Issues (raised by Client) #Template functionality only partially implemented

First step of Create Job still asks about Template ... can we put a "Coming Soon" message on that rather than just leaving it here in non-working state?  OR, can we skip that initial question until we get templates working?
